E-mail: <A HREF="mailto:monseur@univ-lille3.fr"> monseur@univ-lille3.fr</A>. <PRE>   </PRE> <H2>Training Course for South African Lexicographers</H2> <P> In pre-1994 apartheid South Africa there were just two official languages, Afrikaans and English, each with a government-funded Dictionary Unit. The new South African constitution adds nine African languages to the list of official languages, and legislation is shortly to be passed in order to provide for the establishment of dictionary units for the languages which were previously marginalized and neglected. <P> It is obviously essential that the new Units obtain a solid grounding in methodology. The first of three national training courses for new and established lexicographers, planned under the auspices of the government department of Arts, Culture, Science and Technology and the African Association for Lexicography (AFRILEX), will take the form of a two-week residential course at Rhodes University in Grahamstown (15-27 September 1997). The Dictionary Unit for SA English is organizing the course, which will be run by three leading UK lexicographers (possessing a total of 68 years' experience between them): Sue Atkins (course leader), Michael Rundell, and Edmund Weiner. <P> The syllabus is designed as a foundation course in practical dictionary-making, and includes project planning, corpus analysis, and style guide editing, as well as a detailed study of all aspects of dictionary macrostructure and microstructure. Each of the 20 modules starts with an introductory lecture, but the focus is on the ensuing small-group work session in which the new information is applied to the problems facing the future lexicographers in the compilation of their own dictionaries. <P> Funding is currently being sought to supplement the South African government's contribution, and generous donations have so far been received from the British Council and from two South African foundations - the Anglo-American and De Beers Chairman's Fund, and First National Bank. Contributions of dictionaries for consultation during the course have been received from Addison Wesley Longman (who are also generously providing corpus software and data for demonstration), Cambridge University Press, HarperCollins, and Oxford University Press (Southern Africa). <P> Enquiries may be sent to:<BR> Penny Silva<BR> Dictionary Unit for SA English<BR> PO Box 94, Grahamstown 6140, South Africa<BR> Tel./Fax: +27 (0)461 318-107<BR> email: <A HREF="mailto:penny@aardvark.ru.ac.za"> penny@aardvark.ru.ac.za</A> <PRE>   </PRE> <H2>Symposium: The Perfect Learners' Dictionary</H2> <P> From April 27 to April 30, 1997 an international symposium entitled The Perfect Learners' Dictionary was held at the University of Erlangen/N&uuml;rnberg in Germany. The aim was to discuss and evaluate the new generation of English learners' dictionaries published in 1995: the Oxford Advanced Learner's Dictionary (5th edition), the Longman Dictionary of Contemporary English (3rd edition), the Collins Cobuild English Dictionary (2nd edition), and the Cambridge International Dictionary of English. The symposium was supported by the Deutsche Forschungsgemeinschaft and the Vinzl-Stiftung at the University of Erlangen. <P> A P Cowie's (Leeds) opening address `Learners' Dictionaries in a Historical and a Theoretical Perspective' outlined the history of learners' dictionaries, illustrating the role of scholars such as Hornby, Palmer, and West in the development of this category of dictionaries. <P> Section I of the conference was concerned with the assessment of specific features of the new dictionaries. Robert Ilson (London) discussed problems of the treatment of meaning in dictionaries, using words such as <I>reggae, still life,</I> and the suffixations of lame as examples. Two papers were concerned with lexicographical aspects of word formation and morphology: Henri B&eacute;joint (Lyons) dealt with the semantic description of compounds, and Kerstin Popp (Erlangen) focused on the different policies of lemmatization in the four dictionaries and the theoretical assumptions underlying these approaches. Dieter Barnickel (Erlangen) took up the issue of political correctness and compared various editions of the learners' dictionaries with respect to racism, sexism, etc. Gabriele Stein (Heidelberg) developed a theory of examples in learners' dictionaries, accommodating parameters such as the user, the lexicographer, the publisher, etc. David Heath (Erlangen) looked into the coverage of international varieties of English, outlining suggestions for improvement. Flor Aarts (Nijmegen) discussed syntactic information, investigating in detail the organization of verb entries and the pattern codes used. Andr&eacute; Moulin (Li&egrave;ge), in a paper called `Syntax cum semantics', concentrated on problems such as ergativity, also reporting on teaching experience with Belgian students. Michael Klotz (Erlangen) presented a statistical analysis of the information on complementation in the learners' dictionaries. Paul Bogaards (Leiden) focused on areas such as collocation in his discussion of the access structure of the four dictionaries. Brigitta Mittmann (Erlangen) looked at the coverage of collocation, providing detailed statistical information and investigating various concepts of collocation with respect to their usefulness in foreign learner lexicography. John Ayto (London, CIDE) provided a survey of neologisms in various generations of learners' dictionaries. <P> Section II of the symposium investigated one of the most prominent features of this generation of learners' dictionaries - the way they have been influenced by developments in corpus linguistics. Jan Svartvik (Lund) outlined basic principles of corpus research and their application to lexicography, also touching upon the possible uses of corpora as components of electronic dictionaries. Della Summers (London, LDOCE) illustrated the use of the spoken component of the British National Corpus at Longman. Rosamund Moon (Birmingham, COBUILD) reported on practical lexicographical research with the Bank of English, focusing on problems with idioms. Willem Meijs (Birmingham) outlined general principles of computational analysis and possible applications in a lexicographical framework. <P> A part of the symposium open to students and teachers was devoted to the use of these dictionaries in the classroom. Gisela B&ouml;hner (Forchheim) reported on a survey on dictionary use which she had carried out with secondary school students, while Burkhard Dammann (N&uuml;rnberg) investigated the demands made by teachers of monolingual dictionaries, taking into account the role of the curriculum. <P> Section III was concerned with further aspects of foreign learner lexicography beyond the four dictionaries discussed in sections I and II. Thomas Herbst (Erlangen) reported on the Collins Cobuild Valency Dictionary of English (due to be published next year), which aims to provide a more extensive coverage of word complementation than is possible in general learners' dictionaries. Jonathan Crowther (Oxford, OALD) analysed encyclopaedic learners' dictionaries of English, pointing out possible future developments. Dieter G&ouml;tz (Augsburg, LGWbDaF), in a report on the Langenscheidts Gro&szlig;w&ouml;rterbuch Deutsch als Fremdsprache, focused on differences between English and German resulting in different lexicographical approaches in the two languages. Franz-Josef Hausmann (Erlangen), from the perspective of French lexicography, took a critical view of some aspects of the English dictionaries analysed, mainly concentrating on the treatment of collocation. <P> Geoffrey Leech's (Lancaster) paper built on the discussions of the symposium, outlining shortcomings of the present generation of learners' dictionaries and suggesting perspectives for future lexicographical work, with great emphasis on the electronic media. <P> It is hoped that the conference papers will be published by Niemeyer, in the volume The Perfect Learners' Dictionary (provisional title), to be edited by Thomas Herbst and Kerstin Popp. <P> Thomas Herbst<BR> Kerstin Popp <PRE>   </PRE> <H2>Chinese Lexicography Prize</H2> In 1994, the Lexicographical Society of China (LSC) decided to set up the Chinese Lexicography Prize. A committee of judges with three sub-committees was formed for selecting outstanding monolingual dictionaries, special dictionaries (dictionaries of a particular subject and encyclopaedic dictionaries), and bilingual and multilingual dictionaries. The following awards for bilingual dictionaries have recently been announced. First prize: <I>A Chinese-English Dictionary</I> ( Revised Edition ), Foreign Language Teaching and Research Press; Second prizes: a). <I>Chinese-English  Chinese Traditional Medical Word-Ocean Dictionary</I> b). <I>A Chinese-Russian Dictionary for Translation</I>.  Further information about the prizes and the criteria for the evaluation of dictionaries may be obtained from Professor Huang Jianhua. <P> Professor Huang Jianhua<BR> President of the Guangdong University of Foreign Studies<BR> President of ASIALEX<BR> Vice-President of the Lexicographical Association of China <PRE>   </PRE> <H2>Lexicographical Work in Progress</H2> <H3>Une recherche toponymique en Pi&eacute;mont: <I>l'Atlante Toponomastico del Piemonte Montano </I>(ATPM)</H3>  Il s'agit d'un projet de grande envergure, couvrant le territoire des 530 communes qui composent les 45 "Comunit&agrave; montane" du Pi&eacute;mont: un territoire vaste o&ugrave; l'on parle l'occitan, le franco-proven&ccedil;al, le pi&eacute;montais et l'al&eacute;manique. Sa r&eacute;alisation rel&egrave;ve d'une Convention entre la "Regione Piemonte", qui se charge de l'organisation g&eacute;n&eacute;rale, des frais de r&eacute;daction et de publication, et l'Universit&eacute; de Turin, qui en a la responsabilit&eacute; scientifique. <P> Son but est la r&eacute;colte syst&eacute;matique sur le terrain, conduite commune par commune ou m&ecirc;me dans les Parcs et R&eacute;serves naturelles r&eacute;gionales, de tous les noms de lieux existants, c'est-&agrave;-dire de tous les noms que l'homme a donn&eacute;s au cours des si&egrave;cles, pour les distinguer, aux lieux grands et petits tombant en quelque fa&ccedil;on dans la sph&egrave;re de ses int&eacute;r&ecirc;ts. <P> La recherche s'int&eacute;resse exclusivement aux t&eacute;moignages  oraux; la recherche dans les archives est beaucoup moins urgente et moins rentable, &agrave; cause des d&eacute;formations (italianisations, interpr&eacute;tations fausses) dont ces noms ont &eacute;t&eacute; l'objet. <P> Le but de l'Atlas est en effet de permettre aux savants de travailler avec pour l'essentiel, tout ce qui peut servir &agrave; leur t&acirc;che. Et en m&ecirc;me temps de  fournir aux g&eacute;ographes qui travaillent &agrave; la mise au point des cartes de l'"Istituto Geografico Militare" de Florence (cartes d'&Eacute;tat-major) des donn&eacute;es correctes dont ils pourront tenir compte dans les prochaines &eacute;ditions. <P> Le projet de l'ATPM se caract&eacute;rise donc par une s&eacute;rie d'&eacute;chantillons, dans les phases soit de r&eacute;colte, soit de mise en fiches et sur cartes, de gens du lieu, pr&eacute;alablement mis au fait de la m&eacute;thodologie d'enqu&ecirc;te et de transcription: il s'agit l&agrave; d'une nouveaut&eacute; dans ce genre de recherche, dont l'efficacit&eacute; est fonction de la comp&eacute;tence toponymique et dialectale r&eacute;elle des indig&egrave;nes pour les noms, les lieux et les faits qui les concernent. Ils cessent par  l&agrave; d'&ecirc;tre des objets passifs d'enqu&ecirc;te pour devenir sujets actifs et toujours passionn&eacute;s par leur t&acirc;che; - &eacute;laboration  sur PC et publication, dans chaque fascicule d'enqu&ecirc;te, d'un "Indice ruotato", un index tournant, o&ugrave; les noms de lieux ayant forme syntagmatique coulissent, pour ainsi dire, en avant et en arri&egrave;re par rapport &agrave; une colonne centrale id&eacute;ale,  d'o&ugrave; les mots, rang&eacute;s alphab&eacute;tiquement, prennent leur origine. Ce qui fait que tous les &eacute;l&eacute;ments importants du syntagme, except&eacute;s donc les articles, les pr&eacute;positions et les conjonctions, sont imm&eacute;diatement r&eacute;p&eacute;rables et rapportables au texte o&ugrave; ils sont d&eacute;crits. <P> Tous les mat&eacute;riaux sont revus et corrig&eacute;s par une &eacute;quipe de r&eacute;daction et finalement imprim&eacute;s en fascicules, chacun contenant les donn&eacute;es d'une commune. Six ont d&eacute;j&agrave; paru jusqu'ici et sept autres sont en cours de publication. La r&eacute;daction de l'ATPM se trouve &agrave; l'Universit&eacute; de Turin, dans le "Dipartimento di Scienze del Linguaggio" (Palazzo delle Facolt&agrave; Umanistiche, Via Sant'Ottavio 20, 10124 Torino, Italie). <P> Il serait &eacute;videmment souhaitable, comme les parlers enqu&ecirc;t&eacute;s sont un prolongement naturel -  g&eacute;ographique, linguistique et culturel - de la r&eacute;alit&eacute; transalpine, qu'il y ait un &eacute;largissement de la recherche sur ce versant, au moyen de relev&eacute;s effectu&eacute;s en syntonie, aussi bien pour ce qui concerne le plan de travail que la graphie, pour que les mat&eacute;riaux relev&eacute;s soient comparables. <P> Il me faut signaler, pour conclure, parmi les r&eacute;sultats tangibles d&eacute;coulant de l'int&eacute;r&ecirc;t suscit&eacute; par  la r&eacute;colte, la d&eacute;cision, qui vient d'&ecirc;tre prise par quelques communes d&eacute;j&agrave; touch&eacute;es par la recherche, de compl&eacute;ter les donn&eacute;es des panneaux routiers  par l'indication des toponymes dialectaux des noms officiels. <P> Arturo Genre<BR> (Responsable scientifique de la	Recherche) <PRE>   </PRE> <H3>Farsi Linguistic Database (FLDB)</H3> A project from May 1993 until May 1996, at the Institute for Humanities and Cultural Studies in Tehran, set out to establish a linguistic database for the Persian language which would serve as a primary source of information for those researching on any aspect of Persian.  This project was funded by the Iranian Ministry of Culture and Higher Education. The people working on the project included four full-time members of the academic staff (S. M. Assi as the designer and leader of the project, and three others as editors and data analysts), and 12 part-time researchers, programmers, technicians and M.A. linguistics students who helped in text analysis, programming, and data entry. <P> A selection of samples of contemporary Modern Persian literature, formal and informal spoken varieties of the language, and a series of dictionary entries and word lists were stored in the database, producing a corpus of several million words. Further data will be added, and the process of text analysis will be continued, in order to cover the most important genres and types of all periods of Modern Persian. <P> Dr S. L'un des objectifs du R&eacute;seau international de n&eacute;ologie et de terminologie est de stimuler  et d'organiser la cr&eacute;ation terminologique en langue fran&ccedil;aise en suscitant, coordonnant et en diffusant les travaux de n&eacute;ologie dans les diverses communaut&eacute;s francophones. Le syst&egrave;me BALN&Eacute;O, cr&eacute;&eacute;  par le Rint en collaboration avec le laboratoire CRAIE de l'Universit&eacute; de Rennes II, a pour objectifs la collecte, l'&eacute;change et la diffusion rapides de mat&eacute;riaux terminologiques touchant plus particuli&egrave;rement les n&eacute;ologismes, afin de rendre plus facile et plus efficace la mise  &agrave; jour des dictionnaires terminologiques et les banques de terminologie. Con&ccedil;u de mani&egrave;re &agrave; simplifier la saisie, la consultation, l'importation ou l'exportation de donn&eacute;es, en environnement Windows, le syst&egrave;me BALN&Eacute;O est ouvert gratuitement &agrave; tout organisme ou &agrave;  toute personne qui souhaite participer activement aux &eacute;changes terminologiques sur Internet. BALN&Eacute;O s'adresse aux terminologues, traducteurs, r&eacute;dacteurs, enseignants et autres &eacute;crivants qui s'int&eacute;ressent au d&eacute;veloppement du fran&ccedil;ais scientifique et  technique, ou plus simplement qui sont &agrave; la recherche de termes nouveaux. Il s'agit de r&eacute;pertorier l'ensemble des travaux terminologiques portant sur le fran&ccedil;ais (ou sur le fran&ccedil;ais et d'autres langues), qu'il s'agisse de dictionnaires techniques, de lexiques ou de vocabulaires, de travaux en cours ou encore de banques de terminologie.  Ces informations sont ensuite diffus&eacute;es sous forme de fiches signal&eacute;tiques par des r&eacute;pertoires imprim&eacute;s, par la revue du Rint intitul&eacute;e Terminologies nouvelles, sur le c&eacute;d&eacute;rom de la Banque de terminologie du Qu&eacute;bec  et dans les pages Internet du Rint, ce qui permet d'attirer l'attention d'un vaste public international sur les produits r&eacute;pertori&eacute;s.  Pour assurer la collecte des donn&eacute;es, le Rint s'adresse aux producteurs, aux &eacute;diteurs et aux diffuseurs d'ouvrages terminologiques et de banques de terminologie afin que les informations diffus&eacute;es soient les plus compl&egrave;tes et les plus r&eacute;centes possible. L'enqu&acirc;te utilise trois formulaires, l'un pour les ouvrages publi&eacute;s, le deuxi&egrave;me pour les travaux en cours et le dernier pour les banques de terminologie.  <H3>Inventaire terminotique</H3>  Conscient des enjeux que repr&eacute;sente l'utilisation de l'informatique en terminologie, le Rint a cr&eacute;&eacute; en 1993 un Groupe de travail en terminotique.  Ce groupe a pour mandat de favoriser au sein du Rint le recensement, le d&eacute;veloppement, l'&eacute;valuation, l'exploitation et la  mise en oeuvre d'outils informatiques dans le travail de d&eacute;veloppement terminologique. Le Rint m&egrave;ne une enqu&acirc;te permanente destin&eacute;e &agrave; recenser les logiciels terminotiques disponibles dans le monde francophone.  Cet Inventaire terminotique, diffus&eacute; sur Internet, comportera plusieurs volets: un r&eacute;pertoire descriptif d'outils terminotiques, accompagn&eacute; d'un questionnaire d'enqu&acirc;te, une bibliographie de la terminotique et une collection de rapports d'exp&eacute;rimentation de produits terminotiques par des membres du Rint.
